Albay Gov. Salceda Ink MOA with DOLE SecLab Baldoz on Child Labor WAR

Legazpi City-  The war against Child Labor has started in one of the highly urbanized province of Bicol - Albay.



This was after DOLE Hon. SecLab Rosalinda Dimapilis-Baldoz as represented by DOLE-Bicol Regional Director Atty. Alvin M. Villamor and Albay Hon. Governor Joey Sarte-Salceda formally signed the Memorandum of Agreement (MOA) creating the Albay Anti-Child Labor Council (A-ACLC) on September 7, 2011 at the Ground floor of DOLE-RO V Building.


The inking of the MOA is said to have sent a wild warning signal to child labor perpetrators not only in the province of  Albay but the entire region as well. “They (perpetrators) must have been shaking, seeing that the Hon. Labor Secretary herself is present during the MOA signing. It means that we are serious in this fight!” DOLE Bicol Regional Director Atty. Alvin M. Villamor said while co-signing the MOA during the event. 

The MOA is said to formally launch a full scale ‘battle’ against one of the country’s longest thriving social menace the child labor starting with a massive province wide advocacy campaigns and trainings.  Villamor further said that although “the battle’ will focus in eliminating the worst forms of child labor like prostitution, white slavery,  children in mining and those who are being used in arms conflict, other subtle form will not be disregarded and will be dealt upon severely to set an example..


“We often receive complaints like the sampaguita vendors or the atras boys specially in the cities. Rest assured that now with an even greater alliance with Gov. Joey we will be able to address these problems…” Villamor said to local media men covering the event.  The Albay-ACLC MOA was crafted after several tedious meetings put-up by Albay Provincial Field Officer Engr. Arutro P. Corbe, Child Labor Regional Focal Person Cyre Cabredo and PFO-Albay Child Labor Focal Person Raymund Cres Avengosa since early March.


The signing of the Albay-ACLC MOA was one of the highlights of the 2-day visit of Hon. Sec. Rosalinda Dimapilis-Baldoz here in Bicol which was done right after the main event which is the launching of the Community Enterprise Development (CED) Program of DOLE-Bicol on the same day. Other highlight was the press conference which was attended by twenty-nine (29) tri-media outlets with regional coverage.
