Masbate ALS learners get starter kits

Some 31 Alternative Learning System (ALS) learners in Masbate City receive their Kabuhayan Starter Kits from Department of Labor and Employment (DOLE) V through its Masbate Provincial Field Office (PFO) headed by Ms. Ella Escurel-Verano last January 3, 2019 in Masbate City, Masbate.

Masbate City, Masbate – Indeed, new year brings new opportunities for the students of Alternative Learning System (ALS) in Masbate.


The Department of Labor and Employment (DOLE) V through its Masbate Provincial Field Office (PFO) awarded Kabuhayan Starter Kits to 31 ALS learner-beneficiaries of Masbate City under DOLE Integrated Livelihood Program (DILP).


According to Regional Director Alvin M. Villamor, the program intends to provide assistance that will enable the beneficiaries to immediately start a livelihood undertaking and eventually become self-employed.


He added that it seeks to contribute to poverty reduction and reduce the vulnerability to risks of the working poor, vulnerable and marginalized workers either through emergency employment, and promotion of entrepreneurship and community enterprises.


“They received a start-up grant worth P602,823 of livelihood assistance in the form of tools, jigs and materials to establish their own businesses,” Villamor added.

These ALS learners are members of the Masbate City Pioneer ALS Cooperative (MCPAC), a Cooperative Development Authority (CDA) registered cooperative.


Gratitude was evident on the faces of every beneficiary as they received their DKSK gifts.

Also, they stand firm on their pursuit of finishing their studies despite their age; being parents; and other related constraints.


MCPAC President, Miss Linda S. Alba expressed in her statement during the awarding their deepest gratitude to DOLE Masbate for the livelihood grants.


“It’s late yet a perfect gift we have received this Christmas season,” she said. “These kits will surely help us augment our daily income.”


In order to ensure the sustainability of the awarded Kabuhayan Starter Kit, an agreement was made by Judith S. Leona, PSDS/ALS Division Coordinator with the beneficiaries stating that each beneficiary should make use of the kits for the betterment of their family and the cooperative they are in, and that each of them is responsible for any liability associated with the trust given to them by the government.


The awarding was witnessed by the DOLE-Masbate OIC-PFO, Ma. Ella E. Verano; Masbate City Mayor, Rowena R. Tuason; SDS Norma B. Samantela; PSDS/ALS Division Coordinator, Judith S.
